Announcement Regarding the Student Amnesty under Law No. 7592
In accordance with Provisional Article 85, added to the Higher Education Law No. 2547 by Law No. 7592 (which entered into force upon publication in the Official Gazette dated 09.08.2026 and numbered 33335), candidates wishing to benefit from the amnesty must complete their applications within four months from the date the law entered into force.
Candidates whose enrollment was terminated or who failed to register despite having the right to do so may apply:
For Faculties and Vocational Schools located at the Central Campus: To the Central Student Affairs offices,
For the Faculty of Medicine and the Erdek, Gönen, and Manyas Vocational Schools: To the relevant academic units,
either in person, through a notary-certified proxy, or by mail (our institution is not responsible for postal delays).
Special Application Conditions and Timeframes
Those performing military service: Within two months following the date of discharge,
Those with a force majeure event: Within one month from the date the force majeure condition ceases to exist,
Those with a health-related excuse: Provided that they submit the medical board report by the end of the workday on 09.12.2026,
may benefit from the rights under the law by applying to the relevant units with the application form and required documents.
Situations Excluded from the Scope
Individuals convicted of the following offenses or falling into the specified categories cannot benefit from the amnesty:
Offenses within the scope of the Anti-Terror Law No. 3713,
Offenses defined in the Turkish Penal Code No. 5237; crimes involving terrorism, intentional killing (Arts. 81, 82, 83), torture (Arts. 94, 95), torment (Art. 96), sexual assault (Art. 102), sexual abuse of children (Art. 103), and the manufacture and trafficking of narcotic or stimulant substances (Art. 188);
those who submit forged documents during registration or whose registration is cancelled on the grounds of forged documents;
those who have committed the crimes specified in Article 71 of Law No. 5846, or who have membership in, affiliation with, or a connection or link to terrorist organizations or entities determined by the National Security Council to be acting against national security.

Criminal Record Certificate (obtainable via e-Government/e-Devlet)
ÖSYS/YKS Placement Document (for candidates who were placed but did not register)
Military Discharge Certificate (for those applying due to military service obligations)
Medical Board Report (for those applying due to health-related reasons)
Force Majeure Document (official documentation verifying the force majeure circumstance)
